On Tuesday, August 30, Connecticut’s statewide utility regulatory body ruled that the state’s largest electric and gas companies cannot resume shutting off customers’ service until May 2023. In its ruling, the state Public Utilities Regulatory Authority (PURA) echoed the concerns of CCA and other advocates, saying that utility companies did not sufficiently inform low-income customers about available payment plans.

The ruling from PURA compels these utility companies to revise their communication plans around affordable payment programs, prior to the end of the winter moratorium on shut-offs. The Center for Children’s Advocacy is working to disseminate information about affordable payment plans for utility customers.
