Avangrid, the parent company of United Illuminating and Southern Connecticut Gas, has agreed to pay a $3 million settlement to resolve claims that the utility company neglected to provide low-income consumers with information about the utility’s hardship payment program.

The bulk of the settlement will go toward paying down energy bills for 5,200 consumers that have accumulated over the course of the COVID-19 pandemic.

Center for Children’s Advocacy attorney Bonnie Roswig, who helped secure the settlement agreement, spoke with the CT Examiner about the need for utility companies to provide more outreach to low-income consumers about programs available to them.

“One of the continuing concerns I have on my end is that customers aren’t being given the correct information,” Roswig said. “I know that because I get calls from very low-income clients saying, ‘They’re gonna shut my lights off,’ or, ‘I don’t understand what they were saying,’ or I would call the client and the customer service rep is not giving the correct information.”
