Adult prison is no place for children to be, yet dozens of teenagers under the age of 18 are currently incarcerated in adult prisons in Connecticut. A new proposal from the state’s Judicial Department would remove children under 18 from York Correctional Institution and Manson Youth Institution, the latter of which was recently found by the U.S. Department of Justice to be depriving youth of their constitutional rights. The youth under 18 would then be moved to a refurbished Connecticut Juvenile Training School (CJTS), which closed in 2018.

Of the plan, CCA Executive Director Martha Stone says: “I was one of the original people arguing to get CJTS closed…I advocated strongly for this plan (to reopen the facility). I think it’s the best plan that made the most sense.” Attorney Stone was part of the committee which worked on the recommendation for incarcerated youth under 18.
