The Center for Children’s Advocacy (CCA), is a non-profit organization dedicated to fighting for the legal rights of Connecticut’s most vulnerable children. CCA’s mission is to protect and promote the legal rights of Connecticut’s low-income children and youth so they have equitable opportunities for good health, a quality education and a successful transition to adulthood. CCA provides legal representation and advocates for system reforms to ensure at-risk children’s basic needs are met and they receive appropriate services from the juvenile justice, education, child welfare, health care and court systems.
The HR and Technology/Infrastructure Manager administers CCA’s human resources and technology/infrastructure needs in a sixteen – twenty (16-20) hour per week part-time position. This position requires working in-person in the Hartford office at least two days/week, with the rest of the days working remotely. The Manager will travel to Bridgeport on an as needed basis.
Responsibilities
Human Resources:
- Manage the staffing process, including recruiting, assisting in forming hiring committees for interviewing candidates, including DEI related questions, check references and assist with the onboarding process for new employees
- Ensure job descriptions are up to date and compliant with all local, state and federal regulations
- Develop training materials to help ensure employees understand their job responsibilities
- Work with HR consultant, EANE, to provide professional training and PD opportunities for staff and management (e.g. management training on supervision and implicit bias, management skill initiatives etc.).
- Create a compensation strategy for all employees based on market research and pay surveys; keep the strategy up to date, and work with CCA management and finance director to establish salary scales and benefits in line with market analysis.
- Investigate employee issues and conflicts and brings them to resolution
- Ensure the organization’s compliance with local, state and federal regulations
- Ensure all Employee Handbook remains up to date and ensure policies are applied consistently and maintain HR systems and processes
- Maintain company organization charts and employee directory
- Design and implement employee retention strategies
- Provide HR related updates at staff meetings and coordinate with CCA’s DEI Committee to promote diversity, equity and inclusion at the organization
- Track Employee PTO/Sick Time
- Conduct entrance and exit interviews
- Work with Benefits Broker to plan CCA’s Annual Benefits Plan; Staff liaison during the year to provide support, advocacy and inquiry for health insurance/FSA claims and benefits.
- Point person for all other insurance programs – Workers Compensation, Unemployment Insurance Benefits claims. Handle and process DOL claims and paperwork with Finance Director as needed.
- Other tasks as necessary.
Technology and Infrastructure:
- Manage in-office and portable computer systems
- Transition equipment when employee leaves/starts working at CCA to ensure smooth transition for existing equipment. Work with Founders Technology to set up all new work stations and laptops in the office; set up new profiles and emails for employees, work with Founders to transition departing employees and those technology issues.
- Purchase all new computers and laptops thru Dell for CCA.
- Manage and administer the CCA internal phone system with CCA office manager and phone system vendor.
- Manage internet service with Comcast.
- Manage and administer CCA’s mobile phone plan with AT&T and work with AT&T liaison for phone purchases and CCA mobile service.
- Provide general troubleshooting for all computer issues, including Office Suite, Office 365, Teams, etc.
- Purchase and install associated technology for cameras and Zoom access, both internally and remote. Negotiate and enter into Zoom agreement etc.
- Manage office security system (liaise with E-Tech Systems to troubleshoot and problems, negotiate contract).
- Address problems with building maintenance, HVAC, parking lot, etc., that Office Managers are unable to resolve.
- Other tasks as necessary.
Qualifications
We are seeking a candidate who has demonstrated commitment and experience in HR related fields. Candidates should have
· A bachelor’s degree in human resources, labor relations, organizational development, business or related area with three or more years of experience in HR related work
· Effective verbal and written communication skills
· Demonstrated proficiency in the Microsoft Office suite
· Knowledge of a broad range of human resource strategies and practices, including compensation, performance management, safety, hiring and employee relations; able to apply these strategies and practices in compliance with employment regulations
· Understanding of key DEI concepts and best practices
· Ability to create a culture of diversity, inclusivity, collaboration and teamwork
· Experience with analyzing data to guide strategic employment planning
· Strong organizational skills, including the ability to prioritize and complete tasks as directed
· Ability to work independently and as a member of a team
· Ability to identify, analyze, and resolve complex problems
Salary/Benefits
Salary and benefits are commensurate with experience and are within the general range of salaries for public interest organizations. Salary range for this position is $37 to $48 per hour depending on expertise and prior experience.
